Steps:
Access the Texas Secretary of State Portal to apply or renew your notary commission.

Please click the below link to be directed to the Texas Secretary of State Portal. MANDATORY: Here you will be able to login or create a new account with the Texas Secretary of State. Once logged in you will be able to complete your mandatory notary education course first.

Applicants wishing to apply or renew their Texas notary commission must complete the education requirement before finalizing the application process. The system will prompt them to complete this requirement. A new option labeled "Notary Education" will appear on the left-hand selection bar.

Once applicants select the "Notary Education" section, they can choose "Traditional Notary Education" to begin the education requirement course. First-time applicants will need to provide basic identifying information to proceed.

The process includes a verification step where applicants must confirm their understanding of specific rules and requirements. After paying the required fee, they can watch the necessary training videos and complete the assessment. Applicants are allowed to watch the videos as many times as necessary, but they are limited to three attempts on the assessment within a three-month period.

Here are some key points to remember:

  • A passing score of 70% or higher is required.
  • The assessment must be completed within 30 minutes.
  • The Secretary of State has a $20.00 fee to take the mandatory education course. The fee is paid directly to the Texas Secretary of State with a credit card directly on their website.
  • If an applicant exits the assessment before submitting their answers, they will automatically fail and lose one attempt. They will then need to pay and restart the education requirement.

If a bonding company or agency submits an application for an applicant or renewing notary who has not completed the required notary education, the Texas Secretary of State system will reject the application. The rejection notice will inform the bonding company or agency that the applicant or notary has not successfully fulfilled the education requirement. Applicants will also be able to see their current notary education status under the Notary Education section.
