Eligibility: 
Be 18 years of age or legally emancipated as defined in Article 35 of Chapter 7B of the General Statutes.
Be a resident of the State of North Carolina or, if a non-resident, have a regular place of work or business in North Carolina.
Reside legally in the United States.
Speak, read, and write the English language.
Possess a high school diploma or equivalent.
Pass the course of instruction described in the Notary Public statute, unless the person is a licensed member of the North Carolina State Bar.
Purchase and keep as a reference the most recent manual approved by the Secretary that describes the duties and authority of notaries public.
Submit an application that contains no significant misstatements or omissions of fact.
Not have been convicted of a felony or crime involving moral turpitude.

Errors & Omissions Insurance
Optional. Notary Service and Bonding Agency, Inc. strongly recommends that North Carolina notaries insure themselves against claims of negligence.
Notary Stamp/Notary Seal
Required. A embosser or rubber inked stamp.
Record Journal
None Required. It is strongly recommended by the Secretary of State and Notary Service and Bonding Agency, Inc. that North Carolina notaries public record every notarial act in a notary record book or journal.
State Filing Fee
A $50 filing fee is required for new and renewal notary applications.
Education/Testing
Required. Every notary applicant must satisfactorily complete a course of study that is approved by the Secretary of State consisting of not less than six hours of classroom instruction. At least 80% of the questions must be answered correctly in order to pass the exam. This requirement does not apply to a licensed member of the North Carolina State Bar or a notary public who has been commissioned since July 10, 1991 without a lapsed commission and who has not been disciplined by the Secretary of State.

Non-Residents
Permitted. A non-resident person may obtain a North Carolina notary public commission if he or she maintains a regular place of employment or business in North Carolina. The non-resident applicant who maintains a regular place of employment in North Carolina must also submit proof of employment from the employer on company letterhead to be commissioned in the county of the applicant’s place of employment.
Notary Commission Renewal
A notary public may apply for renewal no earlier than 10 weeks before the expiration date of his or her current commission. The renewing notary public must submit a new application and pass another written examination. If the recommissioning notary has moved to another county, the notary must appear before the register of deeds to which the commission was delivered within 45 days of recommissioning to take the oath under the new county and have the notary public record changed to reflect the new county name.

Download and complete the North Carolina notary public application for initial appointment or reappointment.

Complete the mandatory notary public course of study and pass the required written examination.

You must satisfactorily complete a course of study that is approved by the North Carolina Secretary of State consisting of not less than six hours of classroom instruction provided by a community college in North Carolina, unless the person is a licensed member of the North Carolina Bar. Initial applicants, excluding licensed members of the North Carolina Bar, must also pass a written examination approved by the North Carolina Secretary of State with a score of 80% or better.

You will need to locate a college offering these classes and complete the mandatory education before moving on to the next step.

Mail the completed notary public application and application fee to the Notary Public Section.

You will need to send the completed notary public application and a non-refundable $50.00 application fee payable to "NC Secretary of State," to the North Carolina Secretary of State office, Notary Public Section, at the following below address. Note: The North Carolina Secretary of State's office will process your application within 72 hours of receipt. Please allow two weeks to receive your notice.

Take the notary public oaths of office.

The Notary Public Section will process your notary public application and return to you an oath notification letter. When you receive the oath notification letter, go to the Register of Deeds in the county in which your commission is issued to take the oaths of office.

  • Continue here to take your oath at the Register of Deeds Office in the county of your residence within 45 days of the Notary Commission issue date. The Register of Deeds’ fee for taking the oath will be $10.
