Eligibility: 
Be 18 years old or older.
Be a resident of the county from which the applicant makes his or her application or be principally employed in the county from which he or she makes the application.
Be of good moral character.
Not have been convicted of a felony.
Be capable of discharging the duties imposed upon him or her by the notary laws.
Receive the endorsement of the officer approving the application.

Notary Term
4 years.
Notary Bond
Required. A notary bond is required for new and renewing notaries. The amount of bond varies in each county. To determine the amount of bond required in the county where the notary public will be appointed, the notary must contact his or her county clerk for specific information.
Errors & Omissions Insurance
Optional. Kentucky Notary "Discount" Association strongly recommends that Kentucky notaries insure themselves against claims of negligence.
Notary Stamp/Notary Seal
Optional. If a notary public is going to use a seal of office, the following elements are required: the notary public’s name and the title of the notary public, such as “Notary Public—State at Large,” or “Notary Public—Special Commission.”
Record Journal
None required except for protests. The Kentucky Secretary of State and Kentucky Notary "Discount" Association strongly recommend that Kentucky notaries public record every notarial act they perform in a notary journal for their records and protection from liability.
State Filing Fee
A $10 filing fee is required for new and renewal notary applications.
Education/Testing
None Required.
Jurisdiction
Statewide. The notary public may perform notarial acts in any county of the state of Kentucky by filing in the county clerk’s office of that county his or her written signature and a certificate of the county clerk of the county for which he was appointed setting forth the fact of his or her appointment and qualification as a notary public. A fee must also be paid to the county clerk.
Non-Residents
Permitted. Non-residents must be employed in the state of Kentucky and must meet the same qualifications as Kentucky residents.
Notary Commission Renewal
A notary may apply four weeks before the commission expiration date by completing a renewal application form.

Complete the Kentucky Notary Public State at Large appointment or reappointment application and mail it along with a filing fee to the notary commissions office.

Complete the Kentucky Notary Public appointment or reappointment application as well as the certificate of approval section on the application and mail it along with a filing fee of $10.00 via check or money order made payable to the "Kentucky State Treasurer" to the following address:

Proceed to the County Clerk's office to complete the commissioning process.

Once the application has been processed by the Kentucky Secretary of State, your Certificate of Appointment will be sent to the County Clerk in the county of application. At the same time the Kentucky Secretary of State sends the Certificate of Appointment to the County Clerk, a written notice will be sent to the applicant stating the Certificate of Appointment can be obtained from the County Clerk’s office. For specific information regarding the bonding and oath process, you should make direct contact with your County Clerk. You will have 30 days to go to the County Clerk’s office to obtain your Certificate of Appointment and do the following:

  • Post bond.
  • Take the oath of office.
  • File and record your commission in the office of the county clerk.
